Add optional premium rate on fiat payment methods

This feature allows users to add a premium to any fiat payment method. For example, users can now add a percentage amount that will be added when a customer chooses a fiat payment method.

Allow Strike to settle any denomination

A previous update changed how we settle payments to a user's Strike account. Previously, Strike could only be used to settle USD-denominated charges. All payments are now settled directly in BTC (where available) instead of fiat (USD) in a user's Strike account. This release updates Checkouts so that Strike can now be used as a settlement wallet for any Checkout payment, regardless of currency-denomination.
